Letter of Intent for Tribunal Submission and Legal Action

To Whom It May Concern,
I, Shelly Sullivan, a living woman under the authority of Universal Law, hereby submit this Letter of Intent to serve as both testimony and formal request for action regarding Crimes Against Humanity being carried out through covert, systemic, and militarized programs including but not limited to:

Directed Energy Weapons (DEWs)

Gang stalking and psychological terrorism

Cyclotronic harassment and “skull-to-skull” surveillance

Bio-weapons, viral dissemination, and nanotechnology implantation

Medical fraud, malpractice, and targeted assassinations under false pretenses

Infiltration of electrical utilities and HVAC systems to induce biological harm

Soul consciousness hacking, spiritual interference, and psychological torture
For over a decade, I have endured, survived, and documented these assaults against myself, my family, and my beloved animals. My Golden Labrador, Honey, was murdered by directed energy attacks. My mother was systematically tortured and assassinated under the guise of medical treatment, while my entire network of human relations has been infiltrated, manipulated, and harmed.
This testimony is not solely for my own suffering but for all of humanity currently under siege by covert military and intelligence operations. These acts violate the Nuremberg Code, Universal Declaration of Human Rights, International Criminal Court Statutes, and all natural laws of sovereignty and dignity.
I hereby call upon:

The Superior Court of Justice to initiate immediate legal inquiry into these documented crimes.

International Tribunals and Human Rights Bodies to include my testimony and evidence as part of ongoing investigations into Crimes Against Humanity.

The Light Forces, lawful assemblies, and guardians of Natural/Universal Law to bear witness and intervene where necessary to protect the innocent and to dismantle these nefarious networks of harm.
This letter serves as my formal declaration of intent to pursue justice, accountability, and transparency, in this world and beyond. Enough is enough. The truth must come forward, and those responsible must be held accountable before humanity is further deceived, poisoned, or enslaved.
I stand as a sovereign living woman, aligned with Divine Law, and I will continue to speak, testify, and submit evidence until justice is done.
